6.1 Effective Governance • Establish and implement Roles and Responsibilities Guide and Training
for Elected Officials
• Facilitate and participate in an Effective Meetings and Robert’s Rules of Order
training session(s) as needed
• Develop and maintain an annual Council Orientation for new and
existing leaders
• Define and optimize processes Council can use through technology
• Examine feasibility of Council pay models and evaluate meeting schedule
and ability to be effective
• Create Committee and Sub-Committee rules, roles and responsibilities,
processes and scope of work
• Review Board By-Laws and Delegation of Authority and Purpose
6.2 Infrastructure • Focus on critical infrastructure areas – staffing, technology,
training and budget
• Provide Tribal Council workspace in new Tribal Administration Building
6.3 Communication • Develop standardized reporting to support programs, grants and
infrastructure
• Coordinate budget cycle/reporting cycle and planning cycle
6.4 Relationship Building • Improve communication among Council members
• Respect differing viewpoints and opinions to improve communication
and Council relationships
